The phrase used by the Israeli ruling Likud party as part of their 1977 election manifesto stated "Judea and Samaria will not be handed to any foreign administration; between the Sea and the Jordan there will only be Israeli sovereignty."  For this reason, it could be argued that the modern usage of the phrase "From the river to the sea, Palestine will be free" is simply a response to that statement and not a call for genocide.
